PURPOSE:To send state change data caused during timer operation with a transmission packet as designated regardless of the presence of the delay time of a system bus. CONSTITUTION:Status data of a supervisory object equipment 4 are fetched periodically by a DI circuit 51 and status data with time comprising the status data and time data of timepiece 52 are stored in a this time file 54. The status data and status data received in a preceding time are compared with each other and when any change is in existence, the status data with time data after the change are sent and stored in a preceding time data file 55 and a state change data buffer 61 as state change data. A transmission processing section 63 supervises the state change data in the state change data buffer 61 and edits the data into status change data for each group and stores the data to a data edit buffer 64 and grouped status change data are extracted from the data edit buffer 64 after the lapse of a setting time T of a timer started by the specific status change data and transmission data for each group are generated based on the time data of the status change data.
