PURPOSE: To easily capture high speed data, and to easily collect environment data by setting a programmable vector generating means, analyzing a correlated phenomenon action, and outputting a control signal to the body of data. CONSTITUTION: A control vector generating means 104 stores plural preliminarily defined control vectors to be down-loaded to a phenomenon driving interface 120A as one data file. The interface 120A outputs a phenomenon vector E(i) on a line 144, and supplies the vector to a data processor 105 for analysis by a proper expert program. A path designating expert system 106 analyzes the vector E(i), outputs control information, and supplies it through a line 146 to a managing node 122A of a token ring LAN 124. A system 106 outputs control information for path designation through a router interface 24 to a router 115 for correcting a path designation table.
