A quantization output from the quantization device 4 is fed to a generated code quantity estimate device 7. An output detected from a motion detector is fed to the generated code quantity estimate device 7. The generated code quantity estimate device 7 is made up of AC coefficient absolute value sum detectors 21, 23 detecting the absolute sum of AC coefficients and correlation data code quantity generators 22, 24 storing the correlation data between the detection output of each AC coefficient absolute sum detector and a code quantity fed to a constant rate controller 9.</p> |
