PURPOSE:To eliminate the deviation between pictures on a junction segment at the time of rotating two or more adjacent map picture blocks on a map picture display device. CONSTITUTION:Respective block centers of plural joined map picture blocks are set by a map picture block center setting means 7, and blocks are rotated with these block centers as base points by a map picture block rotating means 9. Rotated blocks are joined by a map picture block joining means 11. Since adjacent points of adjacent segments of each block are equally distant from the block center, rates of longitudinal and lateral quantization errors at junction points on junction segments obtained by rotation are equal to each other.
