A planetary assembly (44) interconnects an input shaft (30) transmitting an engine torque (CM) and an output shaft (31) transmitting a resisting torque (CR). A counter torque (RC) caused by engagement with a fixed point (35) of the housing is added to the engine torque in the planetary assembly (44) via a two successive centrifugal planetary devices (36, 37) with eccentric fly-weights. The second centrifugal device (37) constantly balances the three torques (CM, CR and RC). The first centrifugal device (36) transmits the resisting torque (CR) to the second device while controlling it by adjusting the eccentricity of the fly-weights. This transmission can drive the output shaft at a continuously variable speed between zero and a speed at least as high as that of the input shaft, and is useful for driving variable speed machines or vehicles.
