The power elements consist of tipper panel elements (2). A number of these are located behind each other, and form a road surface, within a space (7). This is formed by concrete elements (8,9), and is covered by the panels. A flywheel unit (3) is located under each panel. Each unit has a freewheel and an RPM- transmission device, and these drive a generator (4).The panel elements are of a width, which corresponds to the width of one lane of a road. The panels are centrally born in bearings (11,12) along the side edges. The facing panel edges are flexibly connected via coupling devices (14).
