An apparatus is provided for filling an engine cooling system (10) with coolant and for controlling fluid flow through the system (10) using three weirs (110, 111) in response to temperature. The apparatus indludes a fill housing (18) having an inlet section (52) forming a valve seat (90) and a flange (54) for connection to an engine (16), an outlet section (56), and a fill section (58) configured to receive a cap (32). A thermostat (68) is coupled to flange (54) by a retaining frame (82). A venturi portion (62) is located between the inlet section (52) and the outlet section (56), and adjacent the fill section (58) to provide a pressure drop.
