PURPOSE: To provide a device and method for operating simple and easy time base descrambling. CONSTITUTION: An MAC television signal in which the length of a blanking interval is shortened or extended by an encipherment key is received by a cable head edge part 19, and the luminance signal and color difference signal are stored in a one line storage device 21. A decoding key which is the same as the encipherment key is applied to a decoding and timing circuit 23, and the shortened or extended blanking interval is restored to standard length.
