PURPOSE:To ensure the same degree of combustion as a CFC 11 foamed heat insulating material and the anticorrosive property of a metallic pipe in a heat insulating structure in which a metallic pipe is disposed is filled with the foamed heat insulating material as the foaming agent of which is a hydrocarbon. CONSTITUTION:A metallic pipe 5 is disposed in an insulating structure 1 filled with a foamed insulating material 4. A non-halogenated organic phosphorus compound as a component of a raw material having a pyrolysis gas forming material as an additive and a non-halogenated organic phosphorus compound are mixed as a component of raw material having OH group as a functional group having at least 150 of molecular weight is mixed to form a foamed heat insulating material and the pyrolysis gas forming material is disposed on the back surface of a surface material.
