PURPOSE:To easily perform recovery even when the connection of a picture data generation means and a picture data recording means is cut off, to independently use the picture data generation means, to improve reliability at the time of picture recording and to adopt the merit of off-line as well. CONSTITUTION:A picture compression/expansion device 3, the picture compression/expansion device 6 and the picture expansion device 24 are connected to a network 28 and a host computer 29 provided in a file server 9 is connected through the network 28 composed of a transmission cable to the picture compression/expansion device 3 and the picture compression/expansion device 6 and controls the input/output of data. A non-volatile recording and reproducing device 31 is connected through a cable 30 to the host computer 29, the picture compression/expansion device 3 monitors the state of the network 28, picture data from a picture generator 19 are compressed and recording and reproducing to/from the recording and reproducing device 31 are performed.
