The installation consists of a rigid frame (1) with a stabilising base (6) and supports (8) for the distribution circuit (2). The distribution circuit comprises, in line, an upstream branch (12) connected to the supply network (3), a meter (17), a device of disconnection (15) and a downstream distribution connector (14) having a stop valve (13) able to be connected to a distribution pipe (4).A protective ice retarding cover (5) covers the frame and the distribution circuit. The protective cover has a device of locking (29) to the frame and device of selective access (31) from the outside to connect downstream of the distribution (14) and the stop valve. An evacuation tube (16) is located vertically under the disconnection (15) so that the upper opening (16') of the tube may be isolated (e) from the disconnection (15).
