PURPOSE:To maximize the data transmission capability of a radio TDD frame even in the case that up and down traffic amounts of a line are considerably asymmetrical. CONSTITUTION:An up data volume integrating part 111 which calculates the total quantity of data to be transmitted from radio slate stations 201 and 202 to a radio master station 100, a down data volume integrating part 126 which calculates the total quantity of data to be transmitted from the radio master station to radio slave stations, and a duty ratio determining part 112 which determines duty ratios of transmission and reception of the radio TDD frame in accordance with up and down data volumes are provided, and duty ratios are so changed that one of up and down transmission data whose volume is larger is transmitted in one radio TDD frame more than the other.
