摘要 <p>PURPOSE:To suppress the dispersion in the image quality of the entire image by calculating an object code quantity in the unit of frame groups and frames depending on the characteristic of a received image and controlling the code quantity of each frame to be less than the object code quantity thereby coding the image and suppressing remarkable quality deterioration due to a characteristic of a scene. CONSTITUTION:An image received from a video input section 100 is divided into plural frame groups by a division section 101 and the result is given to coding difficulty information calculation section (frame group) 102, 103. The calculation section 102 calculates the degree of difficulty in coding of each frame group and provides an output to an objective calculation section (frame group) 104. Furthermore, the calculation section 103 calculates the degree of difficulty in the coding of each frame and provides an output to the objective coding quantity calculation section (frame) 105. The calculation section 104 calculates the objective code quantity of the frame based on the coding difficulty degree information of the frame group and sends it to the calculation section 105. The calculation section 105 calculates the object code quantity 106 of each frame based on the coding difficulty information and the object code quantity of the frame group and provides an output to a coding section 108. The coding section 108 controls the code quantity 106 to implement actual coding and provides an output of the coded data 109.</p>
