PURPOSE:To provide a system configuration in which an ATMR protocol is easily realized in the communication system using a fixed length packet. CONSTITUTION:Plural nodes 102, 103, 104 are interconnected by a transmission line 101. Each node has a destination of itself to destination storage tables 1027, 1037. Transmission line access means 1021, 1031 receives an ATM cell from the transmission line 101, detects the destination of a received ATM cell to compare the detected destination with the destination stored in the destination storage means as to whether or not they are coincident. As the result of comparison, an ATM cell whose destination is coincident is used for an ATM cell of its own node and is outputted to an ATM exchange or the ATM cell whose destination is coincident is processed to be an idle cell. An ATM cell whose destination is dissident is relayed to a transmission line. In the case of transmission, each node detects an idle cell and sends the ATM cell to be sent in place of the detected idle cell. Furthermore, the transmission of the ATM cell is controlled according to an ATMR protocol.
