PURPOSE:To provide a rolled web feeding device, which does not require a breaking device and which can feed a band-like film at a constant speed, in response to increase and decrease of the winding diameter of the rolled web film. CONSTITUTION:A third driving motor 40 is coupled with a rolled web film 15, and the rolled web film 15 is rotated in the predetermined direction so as to feed a band-like film 16, and the band-like film 16 is led to a bag manufacturing unit 18. On the other hand, a speed detecting device 48 is provided on the way of the movement of the band-like film 16. This speed detecting device 48 is formed of receiver rollers 49 arranged opposite to each other so as to pinch the band-like film 16 and a rotating speed sensor 50, and they can be freely rotated. The speed detecting device 48 is rotated with the movement of the bank-like film 16, on which the speed detecting device 48 abuts, so as to detect the moving speed, and the speed detecting device 48 transmits the detected moving speed to a speed control device 38. The speed control device 38 compares the given moving speed with the set speed (ideal moving speed of the band-like film), and in the case where the real speed is lower than the set speed, rotating speed of the third driving motor 40 is increased, and in the case where the real speed is higher than the set speed, rotating speed of the third driving motor 40 is reduced.
