PURPOSE:To make the colors of pictures for which video signals are enlarged in the horizontal direction natural. CONSTITUTION:The constitution of a one-bit counter 101, a D-FF 103, a selector 104 and an AND gate 105 enlarges the video signals (Y signals 118, CR signals 119 and CB signals 120) read from a line memory 102 in the horizontal direction by thinning the read clocks 114 of the line memory 102 while thinning signals 111 is polarity LOW. In this case, an adjustment function for synchronizing both ends of the polarity LOW part of the inputted thinning signals 111 with even numbered color difference signals (CR/CB) read from the line memory 102 after start signals 113 which are the read start signals of the video signals are recived is provided.
