摘要 <p>PURPOSE:To improve the image coding efficiency by making a code quantity in the unit of small fixed length constant and finishing the coding. CONSTITUTION:When received motion image data are outputted from a frame memory, the data are stored in 1st and 2nd frame memories 1, 2 in the unit of divided frames, the image data stored in the 1st frame memory 1 are in-frame coded, motion compensation processing (15) is applied to the image data stored in the 2nd frame memory 2 and a prediction residual difference 14 between the image data in the 2nd frame memory 2 after motion compensation processing and the image data in the 1st frame memory 1 is coded. Furthermore, a calculation circuit 17 decides the share of the code quantity in the case of coding based on the predicted residual difference data quantity obtained from the data quantity of the original image data in the 1st frame memory 1 and the image data in the 1st and 2nd frame memories 1, 2 and the data are coded in a prescribed bit quantity in the unit of small fixed length based on the decided code quantity share.</p>
