PURPOSE:To set so as to satisfy cleaning conditions and developing conditions without causing an image defect and to increase image formation speed. CONSTITUTION:The device is provided with plural developing sleeves including the first developing sleeve 16 which removes residual toner on a photoreceptor 11 and also develops an electrostatic latent image on the photoreceptor 11 by the use of exposure-light transmittable toner; and the second developing sleeve 17 which further develops the electrostatic latent image with exposure- light transmittable toner so as to compensate for the density of the image developed by the first developing sleeve 16.
