PURPOSE:To realize more correct character segmentation by using positional relation between the characters of an upper and a lower rows. CONSTITUTION:A picture showing a number plate is segmented from the picture image-picked up by a camera 10 by a plate segmenting device 12. After the segmented picture is binarized by a plate binarizing device 14, the character is segmented by a character segmenting device 16. At that time, first of all, the picture of the plate is divided into the upper row and the lower row on the basis of character quantity (18), and the range of searching characters to constitute each row is determined on the basis of corrected vertical width (20).
