a conclusion small velocity function memory for storing a control physical quantity and data of a small velocity value of the control physical quantity; an address generator for counting the address data of the conclusion small velocity function memory to sequentially output the control physical quantity and the data of small velocity value of the control physical quantity; a multiplication accumulator for multiplying the control physical quantity by the data of small velocity value of the control physical quantity to add the multiplied values; and a central processing unit for generating a control signal which operates the address generator, the conclusion small velocity function memory and the multiplication accumulator, for receiving the small velocity value of the control physical quantity from the conclusion small velocity function memory to accumulate the received values, and for receiving the output value of the multiplication accumulator and dividing the received value by the accumulated value.
