The fitting device comprises a fixed shaft(5), a bladder fitting plate(7) and a devided fitting jig(3). A fixed bolt cap(1) is inserted in a groove(13) provided on the upper end of the fixed shaft(5) through the fixed bladder plate(7). An upper inward projection(11) of a devided height control jig(2) is also inserted in the groove(13) of the fixed bolt cap(1). An outward insert groove(13') is formed on the outer side of the height control jig(2) by multistage sloped projection. An inward projection(11') is formed on both ends of the groove(13'). The fixed jig inward projection(11') is inserted in the groove(13''), a projected ring(16) is formed in the center of the fixed jig(3), and a fixed ring(4) is inserted in the fixed jig(3).
