<p>PURPOSE:To reduce blurring and to improve the image quality of a decoding image by attenuating a high band component in a vertical direction in a field with respect to input image information and executing highly efficient encoding based on the output information. CONSTITUTION:Input image information aa is supplied to intra-field vertical direction LPF-A. First image information (a) where the high band component of the vertical direction is attenuated and second image information (b) where the high band component is not attenuated are outputted. Information (a) and (b) are inputted to coefficient units 1 and 2 controlled by a first control signal (c), the outputs of the coefficient units 1 and 2 are mixed in an adder 3 and they are outputted as image information (d). The information (d) is written into a frame memory 4 and information on a prescribed line is read at the time of reading. Thus, a system is set to be the state of a frame image. Then, an encoding DCT means 5 fetches the picture elements by vertically 8 elements Xhorizontally 8 elements from pixel array in the state of the frame image, executes two-dimensional 8X8DCT and generates output image information bb.</p> |
