a recording unit for storing movement compensation compressed and coded frame data and providing the frame data read by a control signal to an output side thereof; a buffer in which the movement compensation compressed and coded frame data are sequentially stored; a decoding unit for inverse-quantizing and inverse-discrete cosine transforming(DCT) the quantized DCT conversion coefficients by decoding the movement compensation compressed and coded frame data and for restoring the quantizing result to an original signal before the coded data to provide the signal to a display; and a control unit for supplying the control signal which reads the frame data and for selectively controlling a data restoration operation of the decoding unit.
