a micro computer which is connected to latch circuits, a noise detecting circuit, first and second interfaces, a photocoupler, a start switch and a reset switch; the second interface whose output terminal is connected to a display drive circuit of a sample determinating unit, a reference time generating circuit, a display drive circuit of a life period measuring unit and a display drive circuit of an activating time measuring unit and simultaneously to a determinating unit including a plurality of light emitting diodes; a latch buffer circuit for driving first to fourth transistors to thereby control first to third switches with first to fourth relays; a battery for applying an output voltage to an A/D converter through the first relay switch and a damping circuit, to first and second badness filters through an amplifying circuit and the second relay switch and to a resistor converter through a current field, the current field transmitting data to an oscillograph, the resistor converter varied by the first interface, the damping circuit connected to a contact point of the fourth relay switch; and first and second oscillating circuits connected to the A/D converter and the reference time generating circuit.
