a ROM where a speech algorithm is programmed and having a data base in which power spectrum envelope information regarding input character, pitch period information and energy information is stored; a noise generator for generating noises; a central processing unit for adding a phase noise(N(t)fofs) given by the following expression to the generated noises, reading the spectrum envelope information from the ROM through an interface to transform the read information into an inverse fast fourier with the phase noise, shifting one pitch of speech signal transformed by the pitch period read from the ROM to thereby add the shifted pitches, for multiplying the energy information by the speech information synthesized up to a final frame, to thereby output a speech synthesized signal in which the phase noises are added; and a digital/analog converter for converting a digital speech signal from the central processing unit into an analog signal to produce the signal through an amplifier and a speaker.
