The manufacturing method for steel plate improves weldability, coating properties and formability of steel plate by using sacrificial zinc metal. The manufacturing method comprises(A) forming holes(2) in a steel block(1) and pouring molten zinc metal(3) into the holes; (B) cooling the steel block until the solidification of zinc, (C) rolling the steel block.
