agitating molten steel slag in a bubbling stand; degassing in a vacuum state; putting Ti-providing source of below 100kg/ton slag in the molten steel slag when producing an ultimite low carbon molten steel contaning C of below 0.01 wt.%, Si of below 0.02 wt.%, Ti of 0.035-0.055 wt.%, and the balance Fe with inevitable impurities; deoxidizing molten steel slag by blowing inactive gases through bubbling lance for 1-3 minutes; and degassing in a vacuum state.
