PURPOSE:To improve inaccurate area division and to increase the efficiency of encoding. CONSTITUTION:In an area dividing part 3, an intra-frame area dividing part 8 divides a current image 7 into plural areas by threshold processing based upon a luminance signal and a color difference signal in a frame and a motion estimating part 10 estimates the motion of each divided area to be a block by referring to an image 11 at preceding time. An area integrating part 13 updates area division while referring to a moving vector 12 and an area correcting part 15 corrects an area-divided image 14 by an edge extracting operator and outputs a final area-divided image 16. A predictive image preparing part 20 prepares a motion-compensated predictive image 29 and data 33 indicating the number of codes amount based upon the image 16.
