A cylindrical valve(5) is formed cylindrically so as to be displaced in the up-and-down direction in a governor housing(2), and is equipped with a flange(13) in the periphery of an intermediate part, and the flange(13) is positioned at the upstream of a valve seat(3), and an aperture area between the valve seat (3) and the housing is changed by displacing the cylindrical valve(5) in the up-and-down direction. The annular valve(6) is provided at the downstream of the cylindrical valve(5), and is equipped with the contraction path(15) for the contraction of water passing the center path of the cylindrical valve(5) in the center part of the valve(6), and the contraction path(15) is opened so as to pass the water in the up-and-down direction. And the size and shape of the contraction path(15) are decided so as not to form the water film by the surface tension when the water is drained from the governor housing(2). The contraction path can be prevented from clogging with the ice film even when drain is performed and environmental temperature is de creased.
