PURPOSE:To provide a file controller which can change the access right in response to the change of a value elated to the setting of the access right of attributes of files. CONSTITUTION:A state/access right setting part 32 sets a pair of information showing the states of files and the access right information for each value of attributes of the files in a state/access right defining area 43. A file attribute defining part 33 acquires the access right from the area 43 in response to the attribute value received from an input part 10 and registers the access right in a file attribute defining defining area 42. A user access request propriety judging part 31 compares the contents of the access right request given from the part 10 with the contents of the access right acquired from the area 42, and the part 31 judges whether the access right is permitted or not based on the result of comparison.
