A method for determining whether a handoff is required for a mobile station in a communications system having both macro- and microcells includes the steps of measuring a received signal parameter in the serving cell and from a plurality of neighbouring cells, comparing the values measured for each of the neighbouring cells, with a variable threshold value, and measuring either the time for which the threshold value is exceeded or the number of times the threshold value is exceeded in a given period for use as a handoff criterion.
