External device to be attached to the penis in order to replace a defective or absent urethral sphincter, constituted of a main body shaped as a rigid circular segment (1) with two parallel and flexible arms (2) extending therefrom, comprising a plate (11) bearing on the back portion of the penis and a moveable boss (9) engaged with the central portion of the penis, wherein said plate (11) is planar and parallel to the upper portion of said boss, a means (7) for displacing said boss (9) urges the urethral area towards the plate, and each end of the flexible arms is provided with a latching bevelled projection (3) for retaining said plate (11).
