A dispenser for dispensing a web of material spirally-wound about a bore includes a housing which supports a pair of members at spaced locations Each member includes an opening for receiving and frictionally engaging with a cylindrical, plastic insert placed in the bore. The plastic inserts frictionally engage the bore for rotation with the web of material. A passageway extends upwardly from each opening to permit insertion of the plastic inserts into the openings. The passageways are narrower than the openings to maintain the plastic inserts in the openings.
