The device accurately detects the flow variation by transfer time difference of micro wave signal, and measures the water calorie. The device includes the central processing unit(11) which computes the water calorie, the signal generator(14) generates the micro wave signal, the synchronous/delay unit(15), the converter(16), the micro wave converter(21), the detector(24), the integrator(25) which integrates the signal of CPU(11), the temperature signal generator(29) which generates the water temperature, the 2nd amplifier(26), and the signal converter(32) which converts the signal of temparature generator(29) into the digital signal.
