The installation includes at least one radio station (5) which is managed by a public cellular network controller (6) inside the building. The controller relies on standard subscriber telephone lines allowing cordless telephone functions to be offered using a cellular terminal. The system allows blocking of calls on the cellular radio network by mobile units which are normally resident in the building. A GSM supplementary service can be used at mobile telephone or logic unit levels to block a call at the controller. Alternately, an intelligent base station can block dialling by the mobile.
