PURPOSE:To provide the system linking device and the system linking control method which suppress the occurrence of higher harmonics due to an inverter as much as possible to reduce a reactor for connection. CONSTITUTION:A reference voltage generating circuit 7' is provided with an amplitude difference and phase difference calculating circuit 7j which obtains an amplitude difference signal (a) and a phase difference signal phi between a voltage Vcs of a power system 5 and a reference voltage VINV of the output or an inverter 2 by calculation based on independently determined reactive power command value Qr and effective power command value Pr and the detection value Vcs of the voltage of the power system 5 detected at intervals of a sampling period fs, a time series data calculating circuit 7k which takes the voltage of the power system 5 as the input and obtains time series data consisting of an arbitrary number of elements by calculation, and a neural network 7i which performs learning by a learning device beforehand and simultaneously takes calculation results of the amplitude difference and phase difference signal calculating circuit 7j and the time series data calculating circuit 7k as the input in para llel to output a reference voltage Vref.
