The apparatus comprises a set of light reflecting members(31) attached to the surface of the rotor(3) of a motor in symmetry, and a set of light non-reflecting members(32) attached to the surface of the rotor(3) of the motor and arranged alternately within the light reflecting members(31). A pair of transmitting and receiving optical fibres(41)(42) are positioned at one end to face the surface of the rotor(3) in the housing. A pair of light emitting and photoelectric converting elements(5) are respectively positioned to face the other end of the pair of transmitting and receiving optical fibres(41)(42). Connecting guide members(75)(78) are positioned on the inner and outer sides of a glass plate(76). A simple configuration is provided without damaging the sealing of the closed compressor using a brushless motor.
