PURPOSE:To provide a surface treated steel panel excellent in abrasion resistance, fingerprint resistance and whitening resistance. CONSTITUTION:A resin film is formed from a compsn. prepared by adsorbing 5-35wt.% of an ethylene/unsaturated carboxylic acid copolymer on 1-10wt.% of a fluoroethylene resin and adding 60-90wt.% of one or both of silicon dioxide and alumina and 1-4-wt.% of rustproof pigment such as sodium chromate, aluminum polyphosphate or barium metaborate to the resin and provided to at least the single surface of a plated steel panel in a dry adhesion amt./single surface of 0.3-2g/m<2>.
