PURPOSE:To immediately acquire packet operating information accurately by preventing missing of charge information due to a fault during communication. CONSTITUTION:A transmission section 11 discriminates a channel of a transmission packet to be a measurement object channel and when discriminating as imposition packet, the transmission section 11 gives information of the transmission packet to a date management section 12. Upon the receipt of packet information from the transmission section 11, the date management section 12 adds date information to the packet information and stores the resulting information to a queue section 13. A reception section 15 discriminates a channel of a received packet to be the measurement object channel in the acknowledge reply wait state and discriminates reply to be a reply with respect to an imposition packet, the reception section 15 commands the packet information stored in the queue section 13 to be outputted to a memory section 14. A calculation section 17 retrieves each packet unit price of the packet information read from the memory section 14 from a charging price table 17a to calculate the operating packet charge and the operating packet number and displays them on a display section 18.
