PURPOSE:To decrease the wait time for a high priority signal reaching after the signal transmission order is decided. CONSTITUTION:When a high priority signal U1 and a low priority signal N1 arrive simultaneously, the signal with higher priority is sent. However, when a signal U2 with a priority reaches, a signal with higher priority is sent in the order of the arrival and a signal with lower priority is sent. Since the discrimination of the priority is implemented at a point of time of the arrival of a transmission time slot, even when the signal with higher priority reaches after the priority is decided, since the priority is discriminated at the point of time of signal transmission, it is prevented that the signal with lower priority is sent earlier than the signal with the higher priority.
