This device includes: - p input modules (1 to 4) each including n tunable wavelength converters for attributing a wavelength to each cell, the n wavelengths of each input module being chosen from among n wavelengths ( lambda 1, ..., lambda 16) separate from the wavelengths ( lambda 17 to lambda 64) of the converters of all the other input modules (2, 3, 4); - p output modules (6 to 9) each including n tunable filters; the n filters of the ith output group (1) respectively filtering n wavelengths ( lambda 1, ..., lambda 16) selected from among those at which respectively the converters of the ith input group (1) emit, for i = 1, ..., p; - an optical buffer memory (5) which is common for all the nxp outputs of the switching device; - control means (10) for selecting, for each cell, a storage duration in the buffer memory.
