Prepn. of a bituminous binder comprises: (i) preparing a mother liquor of elastomer and bitumen and/or petroleum heavy oil of initial distn. point 300 degrees C; (ii) adding a dilution agent from non-volatile plasticisers, heavy petroleum oils, petroleum flow aids and/or coal industry by-products; (iii) mixing with a road-surface bitumen; and (iv) fluidising the prod. with a diluent, flow aid and/or coal industry by-prod. The obtd. prod. is also claimed per se.
