<p>PURPOSE:To provide a naturally reproduced image by including edge images as a partial set, calculating a visual component minimizing an applied energy function, encoding a residual image component for which this visual component is separated from a source image, transmitting this residual image component and decoding encoded edge information and residual component. CONSTITUTION:A moving object area detector 11 extracts a moving object area from the difference between an image In-1 at preceding time and an image In at the present time. Then, an edge related to the moving object area is detected 12 by executing an edge detecting operation, and the information of the detected edge is encoded by an edge encoder 13 and transmitted.
