A coil 17 is wound around a C-shaped section iron core 11. A supplementary member 20 supporting a permanent magnet 21 on a roughly center thereof and defining an air gap between both ends 22 and 23 of the member 20 and both ends 12 and 13 of the iron core 11. An armature 41 is pivotally supported on the permanent magnet 21, having both ends 41a and 41b thereof alternately making a contact-and-break contact with end walls 12 and 13 of the iron core 11. The armature 41 near both ends thereof further includes magnetic circuit switching members 44 and 45 crossing the magnetic flux passing through the air gap, so that the magnetic circuit switching members 44 and 45 are alternately brought into the air gap by pivoting the armature 41 according to excitation and deexcitation by the coil 17.
