PURPOSE:To improve the prediction efficiency of movement compensation in highly efficient coding for a moving image signal. CONSTITUTION:An window function updating circuit 40 inputs a movement detection predicting error applied from a movement detecting circuit (ME) 37 and sends an window function to a movement compensating circuit (MC) 39. In addition, the circuit 40 sends an index for specifying the window function to a variable length coding circuit (VLC) 33. The updating of the window function is executed in each movement compensation block, each frame, each field, each plural frames, or each plural fields. The MC 39 multiplies a reference block applied from a frame memory circuit (FM) 38 by the window function applied from the circuit 40 and adds both the values to prepare a movement compensation predicting picture.
