NOISE REDUCING DEVICE FOR ENCODING MOVING IMAGE

PURPOSE:To improve picture quality by predicting a noise component in each picture element in the case of decoding a picture from compressed data and predicting original picture data free from noise from predicted noise components and decoded picture data. CONSTITUTION:The processing contents of a horizontal picture noise r.educing circuit 21 and a vertical picture noise reducing circuit 22 are the same though the directions of picture data to be processed are different each other. An activity calculating circuit 11 finds out the activity of picture data decoded like a block and a block noise predicting circuit 12 predicts mean noise in the block based upon the acitivity obtained by the circuit 11. A picture element noise predicting circuit 13 finds out the noise predicting value of each picture element from the block noise predicting value obtained by the circuit 12 and the activity obtained by the circuit 11. A filter coefficient determining circuit 14 determines a filter coefficient. A filter circuit 15 predicts picture data from which noise components are removed and outputs the predicted data.
