An internal combustion engine (10) has rotary valves (27) associated with movable shutters (142, 154) operable to vary the closing of intake air/fuel port sections (34, 35) to obtain peak volumetric efficiency over the entire range of speed of the engine. The shutters (142, 154) are moved automatically by a control mechanism (169) that is responsive to the RPM of the engine. A foot-operated lever (173) associated with the control mechanism (169) is also used to move the shutters (142, 154) between their open and closed positions.
