A hydraulic composition containing a water-soluble polymer comprising a polyalkylene oxide derivative having a hydrophobicity of 50 KOHmg/g or less in terms of the hydroxyl value of the terminal hydroxyl groups, a surfactant having a weight-average molecular weight of 5,000 or less, a superplasticizer, and a hydraulic powder. As the composition ensures high fluidity, segregation resistance and strength, it brings about remarkable improvements in the methods of using and placing concrete, and it has particular effects on the noise reduction and process rationalization in the production of concrete products.
