PURPOSE:To prevent the flowing of traffic into a network by receiving a congestion notice by a caller and a called terminal equipment and to distinguish the congestion in the network from congestion resulting from a network/inter-terminal equipment frame. CONSTITUTION:The system is made up of an in-network header generating means 10 provided to a caller station A and a called station B and generating in-network address header F12 of an in-network frame Fb including an in-network forward congestion indication f21 and an in-network backward congestion indication f22 is generated in place of an address header F2 of a network/inter-terminal equipment frame Fa, a network congestion information setting means 20 provided to a relay station C and indicating the congestion state on the network in terms of the in-network forward congestion indication f21 or the in-network backward congestion indication f22 and sending it to the called station B or the caller station A, and a congestion information mapping means 40 provided to the called station B and the caller station A and sending an address header F2 of the network/inter-terminal frame Fa including a forward congestion indication f2 or a backward congestion indication f2 formed based on a content of the in-network forward congestion indication f21 and the in-network backward congestion indication f22 to an opposite terminal equipment.
