PURPOSE:To keep cell synchronization at system changeover and to prevent a cell from a standby system from being received by implementing cell synchronization at a receiver side with respect to a cell processing unit of a duplicate ATM exchange. CONSTITUTION:Synchronization cell transmission sections 6a, 6b provided in duplicate subscriber processing sections 2a, 2b send signaling cells (b), (c) to a concerned system and send synchronization cells (b'), (c') resulting from converting a header of a signaling cell to other system simultaneously. Cell abort processing sections 7a, 7b of the duplicate signaling cell processing sections 4a, 4b identify a header to abort the synchronization cells (b'), (c') and to provide an output of only the signaling cell of the concerned system. Then number of cells passing through both the systems is selected the same to synchronize cells appearing at output ports of each signaling cell processing section thereby preventing missing and duplicate cells at system changeover.
